I think it was in Ghosts of Onyx. When Ackerson goes to secretly meet with the other heads of the UNSC. There was something about the spartan II program being very costly and taking money and resorces away from the ODST branch of the UNSC.

The people at ONI ste up the situation knowing that there was extreme danger for them.

For example, I think it was in [i]The Fall of Reach[/i] where a Marine asked the Chief where he (the marine) could sign up for the Spartan program. The Chief didn't even know how to answer him because he hadn't thought about it before.

I always assumed it was because the Spartans "replaced" if you will, their role as the UNSC's best soldiers. Before the Spartan program went public, the ODSTs were the best of the best, the ones who did the impossible. The Spartans seem to have replaced them in that respect, though I assume most people still view the ODSTs as great soldiers, they are no longer the best. Hence the resentment.

Because they were the best trained in the UNSC before the spartans, and got alot of praise, but when the Spartans came around they were kinda forgotten.

Spartans are basically machines that are bred for war. ODST's are humans that gave up their normal lives and voluntarily signed up to fight, and yet Spartans get much more recognition and respect than ODSTs.

They go through hellish training and get assigned dangerous mission and thus probably have a high esprit de corps. They basically have gone as far as they can go, yet here are people who are the product of billions of credits doing things that they will never be able to do and getting oodles of recognition. It could feel like those Spartans are cheating. The fact that ODSTs as a whole have probably contributed as much if not more so than the Spartans (of which there are only 30+) may egg them on. Also to be considered as that Spartans are all ONI, and tend to operate independently with Noble team being an exception, can also be factored in. Soldiers as a whole are suspicious of spooks and other things outside of their chain of command. Buck's antagonism to Dare is such an example. Overall, interdepartmental rivalry is nothing new.

{Copy-Paste} Aboard the UNSC Carrier Atlas, John-117 had a confrontational moment with four ODSTs in the ship's gym. John had removed a pin from the weights at the bench press, and forgot to put it back. The ODSTs walked into the gym and went straight to the bench press. The weights fell and almost crushed one of the soldiers' feet. A fight ensued and John killed three of the ODSTs and severely injured the other. Ever read "The Flood" by William C. Dietz? It's the second Halo novel covering the events of Halo CE. Well, Major Antonio Silva give John 117 a speech during his briefing as he arrived at Alpha Base. This speech, in my opinion, is the best representation of the ODST's dislike of the Spartans in the novel series. If I had more time, I'd quote it for you, but it's better to read it for yourself.
