The goal is to greatly reduce the number of exotics in the game, and make each one feel more highly valued. If it took people 3-4 weeks to earn 50 coins, they'd feel far more attached to their new shiny exotic weapon.

I get where you're coming from and all games try to create a money sink to reduce the currency floating in the game. What about instead of a set of items each week rotating, go with something like. Weapon engram, helm, chest and arms. For a set amount on each more in my price range 33 to 40. This may have a higher amount coming out but create more duplicates that will in turn be scrapped for shards at a loss. So less then the current amount more then your idea but with the increased duplicates more then likely less then your idea. What do you think?
