It's already special.
The rockets are immune to dmg debuffs... and modifiers.
I'm pretty sure they work w Teschec so they can blind and get that dmg buff.
I think that's enough, imo.
It doesn't need a buff, Hazardous Propulsion is an underrated exotic.
