The xp bar that leveled us up when it filled up, that took more xp to fill up every time? From the season triumphs? To go from 1220 to 1221?
I mean yeah the "power"/number was/is useless since we're capped, but it still "increased power".

Are you talking about artifact power? The XP bar at the bottom just got (gets) you eververse engrams & season pass ranks.

Eventually, it took more bottom xp to level the top right bar, in essence "throttling xp". Are we really trying to "split hairs" here to the OPs statement?

The just had different progress bars that gave you different things.

The bottom bar still used the same xp but it had a static value. Doing "nothing" but "grinding season pass levels" levelled you up.
