They didn't change how many knives or volleys are thrown out, only the total damage spread between individual hits and explosions.
They tipped the scales from being weighted mostly towards hits, now to being mostly weighted towards the explosions.

Overall just lowered its pve damage but no nerf to the number of knives.

Alright fine, [i]technically[/i] they reduced the total potential damage by [u]5%[/u]. I was wrong about the damage being mostly weighted towards hits though. It was originally a 50/50 split between impacts and explosions. The change did flip into a 9/1 split for impact/explosions, specifically 35 impact damage and 250 explosion damage (Down 15 from the previous 150 impact/explosion).

It’s not worth using in pve anymore when you have supers like tether and BB. Shards being nerf make it even worse. I feel like the blast radius damage made it better in pve though and I thought the nerf was towards pvp.
