If it's going to 3 tap regardless why nerf the perk?

Its not nerfed. it just makes the body a kill zone for the third shot. for when your target' head suddenly become harder to hit than the body.

It is nerfed. Because now it'll do les damage against supers, Guardians with overshields, and less damage in pve

plus body hits do less way less damage out of effective range than crits, which seem to have more forgiveness at range
