You dont need too. If you offered your account for recovery, thats against the rules. Bungie takes no action when it comes to this. Per the eula, account security is on the players

Once you change your account details and that person its still using your account without your permision its and requier money on your name yes you need to report him and prevent other ppl to be scamed don't you think?

If people dont break the eula... They wont get scammed. Its part of the rules of the game

Stealing is one thing. But you cant prevent that. If people are breaking the eula and giving out their account info , they cant be helped either
