You may want to test your speeds as those appear to be advertised speeds. Speedtest.net is a good place to test them. D2 uses nearly 1M up and down while playing so if you are at or close to that you have to be careful with what else is using the internet

so at 1.85M upload, you will need to make sure pretty much no one else is using that line at the time you are playing as Destiny is going to use most of that.

just because people are sleeping does not mean their devices are. Just saying you have very little wiggle room. Make sure you are hardline and go through the guides to make sure your router is set up proper.

When I was banned the first time I had another internet provider and now I switched to another service and it works well apart from destiny and I play other games and it does not go lag and my momed is already configured and the console is connected to the network cable to the modem

destiny is not like other games so you cannot compare them to verify connections. As I have said, your speeds is borderline, if you have followed the guides and are hardline, maybe speak to your ISP to verify there are no connection issues.
