So we assume the solution is that we at least have to use Pulse Rifles in the Kinetic Slot. You will probably need the extra Ammo coming with this perk. All other people not beeing afraid of having less, will probably go for the Nightshade, as the Perks on that pulse are Kill-Clip and Armor-Piercing Rounds.
