I think they actually took more liberty with it. The first two slots are where the real variety will come from, and those will be all purpose weapons, and you'll customize that to your need and want.
Kinetic/Energy weapons will be less powerful than their Power counterparts, which will probably demolish enemies.
Hopefully, this gives them more room for creativity.

It's the only logical way of doing it. Traditional primary weapons are going to need to be buffed to compete with power and heavy weapons.

We'll have to see when September rolls around. Acrius is a good example of a power shotgun where current shotguns don't quite have that feel. The Ikelos Shotgun does seems destructive though.
