Sounds like you've used up all 5 resets.
Can you check the text under the rep bar - it'll say something like 'You can reset your rank x more times' if it says 0 then you're done with Dares of Eternity Xur rank ups.

theres no even any rewards visible. like theres no reputation reward bar or anything. just bounties and rewards. the rep reward bar just doesnt exist

Does the text below the rep bar tell you that you have any resets remaining? if not then you cant reset again - Bungie wont step in to give you more

it does say i have no more prestiges but isnt it 5 and not 3 till it stops

Yeah, the game considers you as having done all 5. Unfortunately the likelihood of Bungie stepping in to investigate it unless either its a wider-spread issue or you could be able to prove that it said 2 yesterday and has gone to 0 without using the resets is near 0

They're correct... there's a limit, I've been at max since shortly after the pack released. A refresh might be coming, probably next year when they add more enemy types to the encounter rotation... unless that got scrapped.
