The pvp population is full of awful people...they reset cards to farm lower skilled people, purposefully avoid going into flawless pools so they don't have to play their own kind, the list goes on. Bungie keeps trying to bait more players in so there's actually a population but its hopeless. They never address the actual issue because they know people just don't want to engage with it.
