If you don't have the armor pieces in your collections then it won't be available for transmog.
Check in Collections -> Armor -> Competitive and see if you have the full set unlocked. Anything grayed out will not be available for transmog.

I have everything unlocked according to collections, and last IB I grabbed one piece of armour before the event ended.

Hm. I can't see the last minute armor grab being an issue. Dumb question but you've checked each page of the transmog screen throughly yes? I only ask because I've had it where a piece of armor was hidden in the final page among blue gear. If so I can only assume that it has something to do with the fact they catch on fire during Banner. If that's the case then they should be available after the Banner leaves.

Yeah I’ve checked all the pages, the only legendary gear at the very back is candescent pieces and the new pirate ornaments. Hopefully the forerunner gear will show up after this week!
