Allo there, Bungie are currently investigating this issue. The current work around for now is to use an alternate character. Once you get to the stage of unlocking the decoder, you can get use your main character to decode the ones you have in your inventory and then take the drifters one. This should be fixed in 2.9.0.1 which is due for release on Monday if you don't want to do the work around above.
