Riven only amplified the Darkness already inside him. He killed Cayde of his own desire. Not because he was 100% under control. He deserved death and to stay dead.

His desire was to find Mara. Not killing Cayde. He killed him because he was in his way or better, Riven's way. Riven tried to escape her prison. And she used him right from the start. It has been shown troughout the campaign in several cutscenes. Not to mention Mara Sov obviously used him as well as part of her plan because she never contacted Uldren. He was the victim all the time. I love that story twist with him becoming a chosen of the Traveler.

No, his actions were to bring Mara back, who he thought was actually guiding him, which was Riven's voice in his head. And yes, it would cause quite a scene when he shows up to the Tower with a Ghost of his own, but he is basically a new person, it's just the same body we've seen before. His new self cannot be blamed for his previous actions. Who knows what horrors we or the current Vanguard could have committed before we/they became Guardians? We don't have memories of our previous life, so we will never know unless we find evidence of it externally. But that doesn't mean it's your new self's fault. Plus, he also presumably fulfills the Hunter Vanguard Dare now, which is to be respected.

The Dare only applies to Hunters who killed Cayde. Uldren wasn’t a Hunter much less a Guardian when he killed Cayde so the Dare isn’t fulfilled.

We're just gonna have to agree to disagree because I see exactly what you're saying, but I can easily see his message being fulfilled retroactively, like a self-fulfilling prophecy type thing. Zavala's in game proximity dialogue even says "the Hunter dare will still be honored" or something like that. One person killed him. That one person is now a Hunter. You can take it as "the Traveler has chosen". Or else you're left with an eternally unfulfilled dare, and no Hunter Vanguard ever again. So...
