The Memory of Felwinter artifact is bugged and removes the "marked targets" aspect from the Nighstalker Keen Scout ability. Targets are not marked by damage if you start a match with the artifact equipped. However, it seems to work sometimes if you rotate through artifacts after respawn. Obviously, nobody wants to swap/rotate their gear after every respawn in pvp so it'd be great to see this fixed promptly. Thanks!
