I personally can't think of anything else that could use a nerf other than the sniper aim assist however I needed to put other in there. As for the twilight garrison and shade step we can all agree that there is no need for these things. They are extremely op and well quite frankly not needed.

Shotgun range is a problem that is tough to solve. Maybe make all special weapons EXTREMELY situational. For example: Make snipers nearly useless at close/medium range Make shotguns nearly useless at medium/far range Make fusion rifles useless at far/close range. But in trade for their reduction, make swap times quicker, up stats such as stability, reload time, and magazine size, and optimize them for their range. Maybe a solution for the shotgun is an extreme bullet spread starting at the end of the close range area. For snipers, make bullet travel time influence the damage (actually, I don't think bullets have travel time, so I guess make distance to target affect damage?) And fusion rifles are pretty good right now

Right now you can body shot with 1k stare and then swap to MIDA or TLW to get finish them. This will make snipers a high risk/high reward weapon class, not a zero risk/high reward class like it is now. Shotguns: Undo everything done in the last patch and instead remove rangefinder and reduce the base range stat, effectively making them more viable than they are now, but preventing the stupid range they have. Fusions: Decrease charge time. Increase projectile speed. Add a slight amount of bullet magnetism, to make firing less stressful and easier to use. This will keep fusions a midrange weapon, but will effectively make them viable as it's easier to predict where shots will go and how many will hit your target. Subclasses: Fix Bladedancer hit detection and increase their armor to make the super MUCH more viable since you won't die as fast and can actually hit your targets. Sunbreakers only need hammer damage and blast radius increased so when you do hit your target, they will die. Edit: wow! I got some positive feedback from you guys.
