I don't totally disagree, but I also don't think it's that big of a deal. IB comes once every 5 weeks or so, making it a long grind to get a full set of max gear purely through IB. A player would still need to do at least portions of the hard mode Kings Fall, and at least play Trials for the bounties to see if they can get 310+ gear. Based purely on my own experience of getting two characters up to rank 5, the 315+ drops seemed pretty rare. One guy in my clan managed to get two 320 items, which will only serve to make the hard raid a little easier for him. I get where you're coming from, I just don't think it matters all that much. The entire loot system is a bit of a mess anyway, so tossing in some decent gear as a reward for playing IB all week doesn't sound like such a bad deal to me.
