I CAN'T SPEND MY 199 CRUCIBLE / VANGUARD MARKS
SINCE LEVEL 25, NOW IM 27, I CANT SPEND ON LEGENDARY
ARMOR OR WEAPONS, PLEASE HELP, IS DISAPOINTING, I CANT
EARN MORE THAN 50 VANGUARD MARKS AT WEEK, ITS A
BEAUTIFULL GAME, AND I CANT GET THE VAULTS THEY ARE
EMPTY, I PLAY LIKE 4 HOURS EVERY DAY, THANKS.

Yes, check your Vangaurd/Crucible Rank, it tells you when you interact with the Vender. You probably just need to level up your Rank to 2 or 3 by completing Bounty's and such.
