After talking to some people and hearing their thoughts on the matter I might have a way to make most people happy.
If you give people that do good on the crucible better gear then it's like giving UFC fighters steroid injections for wins in the cage. Making the losers no matter how hard they try unable to compete.
HOWEVER! You should be getting cool stuff for doing good right? Well what about doing good in PvP matches gives you a chance for rare and exclusive cosmetic items?
Class items, emblems, shaders and ships are all strictly cosmetic so why not have special ones that can only be obtained through doing good in the crucible?
Imagine seeing crazy ship with crucible logos on it while heading to a PvP match knowing you got one bad mamma jamma on your team. Or maybe seeing a emblem on the other team that sends a shiver down your spine knowing that person earned it from slaughtering countless guardians just like you.
Bungie said from the start that gear will tell a story, well I can't think of a better story to tell for the PvP crowd then "I kick @ss in the crucible! Fear me" lol
Then the strong don't always get the best gear and get even stronger but they get to show the world how bad @ss they are though cosmetic gear. Bragging rights can sometimes mean more than a fancy auto rifle or helm.
Just a thought from a mainly PvE player..

Yes the loot system in PVP is broken. But the unfortunate players that always have a low kill to death ratio, we should not ignore them totally. The high end players yes should get better chance of getting gear and cosmetic items. Example, 1st should have a 40% chance of getting a legendary engram, last should get a 5% chance. Etc etc......
