Yes the loot system in PVP is broken. But the unfortunate players that always have a low kill to death ratio, we should not ignore them totally.
The high end players yes should get better chance of getting gear and cosmetic items.
Example, 1st should have a 40% chance of getting a legendary engram, last should get a 5% chance. Etc etc......

See, I don't think the better players should get better chances for anything but cosmetics, or the rich get richer and the poor stay poor. I'd keep the loot system the same and just add special cosmetic loot rolls for top players.
