Yes, I got it from a chest on top of the shed where the Fallen come out of after spawning under ground not from the drop ship. I looted this chest many time but after I RANKED Vanguard 3 and Crucible 3 with commendations from each I got all kinds of cool stuff. Plus Vanguard gold bounty.
