This is such a random drop. I think I got my first a few weeks after it was available and even then I was just doing bounties. Now i get one or two a week. I have 3, dismantled 3 more. I have a friend with 6. It's kind of crazy how it can drop so much and so little at the same time. I feel like the common denominator for me was the eris bounty though.
