I think it's good enough. All of the new ARs (minus the Vanquisher) have the same ROF/impact builds. Unless the Vanquisher had field scout perk, it is on par with the new ARs just due to the mag size.
I think the Abyss Defiant would be meh, if not for the solar damage. With it, it is awesome. Probably not on par with the VoC but with the anticipated DLC damage increase, it will outclass the VoC due to obvious reasons.
In conclusion, it may not be the end all be all, but with the elemental damage, definitely better than almost all ARs in game.

There are actually two builds of ars still there. Just no new ones like the old vanquisher/shadow price/grim citizen. Look at the two vanguard ars. The up for anything has a little more impact and less rof than the payback. These mid range ars actually play around halfway between the max rof and high impact versions and are actually pretty decent. The two crucible ones fall in this mid rof category as well and u can max stability on for the people (bigger magazine than the card says as well). The Crota raid ar also falls in this mid rof and impact category and looks pretty sweet. Lots of potential if the focused fire perk brings it more in line with the vanquisher versions. Haven't gotten to the raid to try and get it yet though
