It reduces the cool down on grenades, not useless at all, actually really helpful.

Maybe not useless in all situations but for most situations the other 2 perks are better to me.

It does both so your grenade will recharge faster while you have the benefit of lifesteal when you get a kill with it. Got to love the voidwalker.
