Yup. Signed in with the account. Do I need PS+ for my characters to come over?

you might, that was my next question. you can't play with other people without it. ya need ps+ for anything online besides Netflix and hulu. im not 100% sure that will fix it, but I'd try that next since you need it anyways.

If that's the case would I need to log on to my ps3 and give my characters a chance to upload or sync before I log in on the p4 again? I think all the characters are stored online so maybe that's irrelevant.

Your characters are wholly saved on the Destiny servers so there is no need to make sure they upload. Since they are saved on our servers and attached to your PSN account you should be able to access them regardless of your PS+ status.

When I started up Destiny it went straight to the character creation screen instead of loading up my characters though. I didn't think ps+ mattered, but wasn't sure.

That behavior seems like the game thinks you are logging in with a different account. It may be best to log out of the account on the PS4 delete the user from the console and log back in fresh and making sure all the information is identical between the the PS4 account and the one you used to play on the PS3.
