Same happened to me my second completion. They did this because of ppl cheesing. You are guaranteed a weapon shader emblem first completion. After that its up to rng. Small helm chance. Big shard chance. Small weapon chances. Due to the crota cheese in my opinion. Ur welcome.

Postmaster will get the shader if those are full but not the emblem for whatever reason. Happened to a buddy of mine first time we beat it. His shader inventory was full.

I had a slot open just because I had the rumor but still didn't get it, idk maybe they made that RNG too.
