That's very strange. Patrols and a few public events have been the only way I've gotten marks in the past. Its only been in the past few weeks that I haven't. Maybe the expansion has something to do with it?

You were getting them from public events (and subsequent mail packages from completing the first gold each day) but not patrols. The only other ways are from: Daily Story Missions, Nighfall, Weekly Heroic, Vanguard Strike Playlists, and ranking up Vanguard to level 3 and after in mail packages.

Public events will give you marks, but not patrols. Patrols have never given marks.
