I don't think so... It's a fix for the RNG nonsense that happens here. Also, because you have to be at least a level 27 to effectively gather coins, all the exotics are available to you through other means already, such as raid and nightfall. It's really a way to avoid player rage because of RNG, and also to reward players who sink their time into getting a high enough level (even buying the gear takes marks and commendations), and who play the most difficult content consistently and still have bad luck.
