You get one at level 3 and every level after that. It's stupid, why not just make the helmet and chest level 3 or something?
Don't try and make it like I accomplished something while playing a grind game.

Agreed. Vanguard Level 2 helmet and chest armour needs a commendation each but when you get the 2 commendations needed, you're already rank 4? Why didn't commendations start at like rank 1 or 2?
