If you want to go that way, you would have to define punishment, which I believe is bringing someone in a worse state than they were before the punishing. Something I don't think Bungie have done to us. On the contrary. We have a headstart on every single thing compared to new players, especially when it comes to weapons. However, you could argue that it is more important whether people actually 'feel' punished, which would then become a matter of opinion.
