That is an interesting issue. Have you tried selecting the almost full perk to purchase it?
it is possible that it is just a visual issue.

Yes, I try to buy, but the game does not leave.

I had an error happen to me as well. My newly upgraded exotic gear from Xur, apparently down graded after he left. All of my progress, glimmer, resources, and time was for nothing. I didn't even get my exotic shards back. And I know that weapons reset upon upgrades from Xur, but they are back to Pre-DLC levels!
