When you rank up with Vanguard or any of the factions you get one commendation. You have to have it to buy some (most) items now.
They wanted to slow down progression is my guess.

That is so BS, cause not all of us can spend all day playing this like twiddle dumb and tweedle dee, who are the reason they're doing this in the first place.

Tell me about it. I have played a disgusting amount since I got the game and im just over 2. I found that the fastest way to do it is to dedicate as much time as possible doing mission patrols. You get + 10-12 rep for each mission and they are generally very short (3-7 mins). Weeklys/dailies/strikes can rank you up too, but they take way longer and are only worthwhile if you are getting +100 rep and up. Its frustrating when you have all legendary armor except the helmet and the only way to get is by playing their game.

I just ranked up to level 2 in vanguard and did not get a commendation... Are there other ways to get them?

It starts at rank 3 and this is the only way to obtain a commendation. I agree with the assessment that it is bs, not everyone can spend all their free time playing this game and it slows progression way down. They have made some stupid changes to this game, I only hope they figure it out before it is too late.
