Two possibilities:
1) Event gear (I.e. Queens Wrath gear) does not provide shards.
2) never make changes to your character while zoning, in any online game. Breaking down gear while flying your ship between locations, can cause loss of breakdown materials.

I just tried it out and it works. I didn't notice that most of what I dismantled were event gear. That was really helpful. Thanks!
