The fallen are split into multiple factions or houses though. Hey are not a unified military power but smaller factions. Also if I am not mistaken I think that there is often infighting involved between the different houses.

Only when the Houses lose their Kells. Even without a Prime Servitor the Kell can sustain the House, but once the Kell is gone the Houses will usually turn against each other.

Right that is what can cause infighting within a house. That is not really what I was talking about. I am pretty sure it says in the grimoire that across the different houses there is not much cooperation.
