Just like a rocket launcher, you want it to either hit the target(s) or near the target(s), which usually means aiming for the ground at their feet, for the splash damage. Jumping gives you the best angle. The warlock rises up off the ground regardless when you activate the special, but never high enough. Only time I don't jump is if there's no room, or there's a wall directly behind the target(s).
