Body shots with high ROF rifles did, if memory serves, around 17 damage in crucible prepatch. Now they do around 11? 6/17 is a little bit more than one third. When they said base damage, they were probably talking about the gun's impact score, and meant 2% on the bar, which was a relatively larger percentage of the high ROF rifles than the low ROF rifles. I can see how you'd make the mistake, but the way they wrote the patch notes was (probably unintentionally) misleading.
