This is really an issue that should be dealt with. The Gaming, Destiny, and Community subforums alike are all difficult to navigate due to large volumes of posts that really belong in recruiting. Maybe a sticky with subforum rules, or more strict enforcement of the rules, or even maybe the restriction of certain keywords (which would work wonders on the forum, at a great cost to the function of on-topic posts). Something should be done.

Recruitment almost saved #Gaming. Almost. It looked better for about a week.

Sadly sticky are no longer a thing. Achronos said once that no one used them so why bother keeping them. The CoC is enforced, we just don't see the Ninjas at work now due to the nature of moderation. I think a lot of people would agree that CoC needs to be changed; much more stricter and clear since new users will try and find any loop hole or excuse as to why they're not wrong. I also believe we need clear moderation again so people can see what's right and wrong. Honestly not many people are going to look at the CoC (is it even on mobile?) and as stated above they'll try to find excuses and loop holes. It would also benefit greatly in the future if there is a brief period after making an account as to when you can post. Most people make an account and start posting without observing where they are posting and what belongs in that area.

The more specific rules you add, the more loopholes and "that's not a specific rule so you can't ban/warn me for that" we run into. If you saw the rules pre-2011, you'd know that they were extremely overreaching and ended up in a not-so-fun game of "I'm not touching you."

Something along the lines of "refusal to tag under the correct forum will result in mute/ban. Forum moderators reserve the right to specify what belongs where. "

I can see why specific rules can cause more loopholes now that you point it out, I guess I just didn't think of it that way. Unless Bungie wants a near legal document describing all the breaches and offenses that can occur I suppose they would want something broad that acts a sort of blanket statement.
