If it was a community event making the goal shouldn't reward the individual but rather the community. For example, kill 100,000 dregs as a community and get a new vendor who sells resource mats (spirit blooms and the like) Or maybe it can be negative, slaughter to many lvl 2 dregs and you increase the amount of ultras/majors that spawn For a week.
