All if them if they "earned" it. "Earning" it to me is when they put a lot of time and effort into receiving it. Say some kid got a more skilled friend to do the vault for him. Just because they got the gear does not mean they earned it. However, if some other dude finally gets some raid armour after completing it without cheating OVER 9000 times, i'de say he earned it. It's the same case with iron banner, exempt it's not RNG. It's all based on how good you are at completing bounties. Just because someone has iron banner armour, it doesn't mean that they are "charity level 30's" and "took the easy way". Some people don't have any buddies to do the the raid with, or just plain suck at it. I think the level 30 iron banner armour was just being nice to the lone wolfs out there who prefer PvP. Don't be so hard on bungie, they're trying their best.
