The fact that others almost only see top players get the rewards and some only see the bottom only shows that it's random. I've mostly seen it given out to top players, the only time I've even seen low players get anything was it on banner and shit dropped constantly there anyway.

If who posted what pics? People who do good and get legendaries? I'm not gonna take a picture just because I got something from crucible while doing good. People shouldn't complain about below average players getting something anyway if anything it shouldn't give the losing team anything.
