See, there's semi finished, then there's finished. Not to mention, if so much of it was not done, why not wait and release it when it was done? Instead of doing that, they put it all on the disc and choose to release it as paid dlc for 20 dollars a package. The one thing that pokes a hole in your theory the most is the fact that one of the dlcs is being released A YEAR FROM NOW. Content from that dlc is already here! How much more evidence do you want?

You believe that because you found those locked out areas, that they were planned to be released as DLC. As solid as that sounds, it's merely speculation, and there is absolutely no evidence to support that, outside of deductive reasoning, if that. However, I'd like to know more about the DLC that was supposed to be released a year from now. Also, to reiterate on a note. People have taken the tech-demo and assumed that what they're able to do, was in fact what they were going to do. The bit with the whole "We could go there." followed by "We hope to take you there someday." is an implication of their capabilities to do so, but with no foreseeable intention of doing it.
