I WANT THAT BADLY. I DIDN'T EVEN KNOW IT EXISTED. I got stupid gauntlets when I got to rank 3. Can I still rank up and get rewards from the postmaster?

Yes.. Rank 3 and above will get you rewards every time you level up with the faction. I got my shader at lv15 and still haven't gotten Bittersteel. It's completely random at what level you'll get it at.
