I am sorry for the delay in answering. I needed to confirm. Luckily, the answer is Yes!
When you purchase a digital version of the game or expansion pass on the 360 it will automatically purchase the same item for the XBOX ONE for free. Then you can download it whenever you want. As long as the 360 digital purchase happens before January 15th you can dowload the XBOX ONE version whenever you want. Even after January 15th.

So in order to play destiny on my xbox one i have to pay an additional 60$ to play because i was unlucky enough to by the disk instead of the digital version for the xbox 360.
