Bethesda would have called it DLC, not an expansion. They KNOW how to do expansions.
Gearbox would have referred to it as a headhunter pack.
Square Enix wouldn't even release something described like that as paid content. They'd probably add as a free update.
CD Projekt Red would have released it with the original game.
Capcom would have repackaged the original game with the DLC and if you wanted the DLC you'd have to re-buy the whole game at the full selling price. See Dragon's Dogma / Dark Arisen for reference.
