Yep. It's broken. I used one initially, nothing happened. I reset my game some the later, thinking maybe it was just an update error or something, and tried again. Still nothing. So I switched characters, believing I would get another three for my other character, since I had just used two and it didn't work. No, I got nothing. So now I have one, and I'm a bit unhappy.
