With The Dark below DLC releasing in December, the light level will be bumped up to 32.
The new Iron Banner won't be coming out for a while anyways. They said they would try to get it ready by the end of this year. By the time TDB releases, some people will no longer need IB armor to level unless you just haven't done the raid.
As a PVE player, I believe this is a fair compromise to those that prefer PVP over the other parts of the game to attain a level 30 character.
It allows people to acquire a way to reach level 30 without needing to grind the raid so much. (Some people have done the raid a ton and yet may only have one piece of gear to show for it.)
Plus, it still takes a ton of grinding to get a high IB level.
You complain because Bungie is going to offer all players a way to reach level 30?

If the IB doesn't come out until the dlc does im perfectly fine with that They made it seem like it would be in the next week or two

No, they said it would be probably the end of the year. They have to go back in and tune up, readjust the different things in IB before letting us back in it.

I saw they said they had to tune it and test it but didn't think that would take two months

They still gotta finish readying the dlc before it's released, too, among other things.
