I say leave it as it is. We don't want all folks with the same shit/armor. So the way Bungie has it is fine with me now. At first I was frustrated but now I don't care. Also even though the pieces of Raid Gear may be the same the values are all different. I got the Raid helmet on hard with 99 Intellect. I saw another level 30 guy who had 100 strength. No way would I want a helmet with my build with strength. So IMO I would have broken that helmet down, regardless of it being Raid Gear. I have completed the Raid 3 times and got to the last boss 6 times. I have gotten 2 pieces of Raid Gear and I have 1 exotic. Just need the boots to hit 30 along with them having Discipline and Intellect. No way in hell I want strength. There is nothing wrong with shards either. Not sure why folks complain there. Energy is blah.
