I was playing through the story missions with my hunter character yesterday, and the Ghost mentioned that it was during the collapse that the Vex turned Mercury into a machine and only the intervention of the Traveller stopped them from converting the other worlds. This means the Vex were active during the collapse, and destroyed at least one human colony world (it has been mentioned that during the Golden Age the Traveller had turned Mercury into a garden paradise). We don't know if the Vex worked with the Darkness (the potential account of the collapse by what is possibly Rasputin would suggest no one worked with the Darkness), if they were working against the Darkness (the Exo Stranger describe the Vex as being so evil that they would fight against other evil), if they were independent of the conflict with the Darkness and were using the Collapse as a distraction to seize worlds, or if the Vex are the Darkness. The Vex structures on Venus predate humanity by billions of years. During the Collapse they were taking entire worlds away and managed to convert one into a machine in a short amount of time. The Vex are potentially inside of every world of the solar system. And the only thing that stopped them in the Collapse was the power of the Traveller. I would say the full might of the Vex was used during the Collapse, but is dormant before it and ever since. We're seeing a resurgence in the game, but the Guardians and Ghosts (the last embers of the Traveller's power) are managing to keep them in check.

Guardians can use this power to combat the Vex, and the Ghost can then hack and infiltrate Vex systems and open paths that humanity alone couldn't access. Plus, our characters needed help from the Exo Stranger, the Awoken, records of the Ishtar Collective, and intelligence gathered by the Cabal in order to locate and understand how to access the Black Garden. So it's not like our Guardians accomplished anything all alone. We may have won the final fight by ourselves, but we couldn't have reached that point without all of that gathered information. The Vex are also battling the Cabal and the House of Winters in two separate conflicts. We don't know if the Vex had anyone other than humanity and the Traveller to battle during the Collapse. It's possible that the Vex only had to overpower humanity, who was probably distracted by the whole battle against the Darkness and the Collapse of their entire civilization, in order to take Mercury and Venus, and it was only the power of the Traveller that stopped them.

The Ghosts revive the dead that have the potential to wield the Light, these are Guardians. I'm not sure if humans, awoken, or exos can use the Light in this way without the assistance of a Ghost. Also keep in mind this is the power of the Traveller. If she had shared it with humans before or during the Collapse it would have left the Traveller weaker. Sharing the Light before the Collapse may have been the better strategy (creating a less centralized power base, and spreading out this much needed energy to multiple battle fronts), but there's a lot that we don't know about the battle with the Darkness so it's hard to assess the full merits and weaknesses of the Traveller's strategies. Some of the Grimoire cards hint at the Traveller coming to earth's solar system because it was a place she could finally battle the Darkness. Maybe the Traveller believed a Golden Age humanity would be enough to help her to fight the Darkness, but was essentially wrong.
