Even in those alien movies we actually start to build something even when we are going to go down. If you are in a war why not put all of your resources into trying to win? We have cannons and guns on our ships there are tanks in old Russia what the heck happened?

Because it wasn't a war... It was a police action. Like everything the US has done since WWII. Society wouldn't be able to handle an unleashed military. So maybe the darkness won because everyone was afraid of hurting it's feelings.
